Disaster Management

Recently, Nigeria—and indeed many parts of the world—have experienced flooding, which has been very costly in terms of human lives, property, and infrastructure.

It is important to note that despite intense national enlightenment efforts, many local communities in the country were caught unaware, largely due to inadequate local expertise and poor coordination. A major challenge has been the fact that critical knowledge and relevant skills required for disaster management are not readily available at the community level.

Consequently, a disaster event that occurs in a remote community must wait for state agencies for intervention before mitigation efforts can begin. More often than not, state intervention is slow and inadequate, which has proven to be very costly in terms of human lives and property.

This situation is further complicated by the absence of community organisations that could have provided immediate mitigation before the arrival of official help.

  • To train participants on the nature, character, and relevance of community organisations in disaster management.

  • To develop a national template to integrate community-based organisations into the disaster management architecture of the country.

  • To design and agree on a training curriculum covering basic issues in disaster management for community organisations.

  • To build the community mobilisation skills of participants.

  • To promote synergy between all tiers of government, especially during immediate post-disaster response, mitigation efforts, and operational wrap-up.

Expected participants

  • Officers of the Federal Ministry of Humanitarian Affairs and Disaster Management

  • National and State officials involved in disaster/emergency management (e.g., NEMA, State Emergency Relief Agencies, Federal and State Fire Services, NSCDC, etc.)

  • Community Development Officers at the Local Government level

  • Non-State Organisations involved in humanitarian work
