Introduction

One of the most vital good governance instruments in the public service is the institutionalisation of the public procurement process. Over 70% of government business has to do with procurement. It is therefore an essential part of public finance that ensures standards are set and enforced, while accountability, transparency, and all other essential elements of good governance principles are adhered to. Procurement has a global origin and is universal in terms of knowledge. Given its universal applicability, all officers, apart from those whose primary responsibility it is to administer the process, every officer from the principal stage and above should be exposed to the basic knowledge of procurement in order not only make the work of procurement officers easier, but to ensure that the principles of good governance permeate the entire organisation.
This course will equip participants with the basic knowledge of procurement, the legal and institutional requirements, as well as the needed skills to comply with extant regulations.
